The De Luz CSD offices will be closed on Monday, May 28, 2018 in observance of Memorial Day.
The time has come again when we plan ahead for the next fiscal year. During March and April, District Staff reviews all of the roads and prioritizes the repairs and maintenance proposed for the next fiscal year. On May 9, 2018 at 6:00 pm, there will be a workshop at the District Office to discuss in detail the work to be done, as well as the estimated cost. On May 16, 2018 at 6:00 pm, during the Regular Board Meeting, the draft of the budget will be reviewed. Finally, at the June 20, 2018 6:00 pm Board Meeting, a Public Hearing is scheduled for final adoption of the budget. The official announcement of that hearing is below. The entire process is open and public, and citizen input is vitally important.
The District’s newly created CropSWAP program provides financial assistance for agriculture customers who convert high water use crops to lower water varieties. Qualifying applicants can receive assistance of up to $15,000 per acre converted.
Buena Vista Road: from El Calamar Road to Los Gatos Road
As part of the De Luz CSD's ongoing effort to reduce speeding and other traffic violations on Sandia Creek Drive and other heavily traveled District roads, DLCSD is currently contracting with the CHP to provide traffic patrols which are targeting morning and afternoon commutes through our community.
Since the start of the patrols in mid-August through October 14th, CHP officers have issued 270 citations. Most of the tickets issued are for speeding and stop sign violations.
Officer Ron Thatcher, who coordinates the CHP efforts, reports that he has received numerous contacts from residents expressing thanks for the increased patrols.
The DLCSD is working with Dynatest, Inc. to perform a comprehensive survey of the condition of all roadways in our maintenance system. This survey is part of the District's Pavement Management System.
As you may be aware, since the passage of Proposition 218 in 1996, the District has not had an increase in funding. This has resulted in an inflation related decrease of approximately one million dollars in purchasing power for roadway reconstruction and maintenance.
The purpose of a pavement management system is not only to evaluate the current condition of the roads but also to help establish the most cost effective methods to best maintain those roadways and to determining funds necessary to improve roads.
Damage to mailbox clusters and mail theft has become a major problem in our community with no easy answer.
Local resident and CSD Board Member Gene Bianchi decided to take the issue on and find solutions. Gene's efforts eventually lead him to U.S. Representative Ken Calvert.
Gene reports that Congressman Calvert and his staff are extremely supportive and noted that the mailbox issue is occurring in many areas. Per the information Gene received, damaging a cluster mailbox elevates the crime to a Federal offense. When a cluster mailbox is damaged in a mail theft attempt, it should be reported to:

Also, another positive outcome of Gene's efforts working with Congressman Calvert is that the local postal service is now repairing the damaged boxes.
