Minutes of May 19 05 Board Meeting

A. Call to Order & Roll Call

A meeting of the Santa Rosa Community Services District was held at the Santa Rosa CSD Office commencing at 6:00 p.m. on May 19, 2005. Present at the meeting were the following Directors:

Director Buescher
Director Demos
Director Roy
Director Rubin

Director Kelly was absent.

General Manager Rogers, Assistant Secretary Gipson and General Counsel Scott were also present.

President Roy led the flag salute.

B. Executive Session

The Directors met in closed session pursuant to the provisions of Government Code Section 54956.9(a): Superior Court of California Case #427291; Ronald Santos and Lashaunda Santos vs. County of Riverside, Santa Rosa Community Services District; and Does 1-50, Inclusive.

The Board reconvened in Open Session.

C. Sheriff

Deputy Lopez gave the Sheriff’s Report for April 2005 and updated the Board on May activities. The written report has not yet been received by the District for filing. He discussed radar citations, recent thefts and narcotic surveillance activities.

D. Public Expression

Property Owner Regg Watts read portions of his letter addressed to the Board in support of General Manager John Rogers. A copy of the letter is on file with the District Office.

Property Owner John Thomas expressed concern about the lack of projects being completed, and asked that his previous requests be honored to:

· Remove aerial targets on Tortuga and Carancho Roads

· Widen the ditch on Carancho Road east of Los Gatos

· Remove cement on Carancho Road west of Los Gatos

· Complete the Zone I Special Paving projects

E. Information Only

The April Financial Statements, and Statements of Reimbursement and Investment Policy were received by the Board.

F. Consent Calendar

Director Buescher pointed out that Purchase Order No. 05-39 incorrectly identifies the location of work on Sandia Creek Drive west of El Prado Road, and it should read “Sandia Creek Drive east of El Prado Road”.

Motion was made by Demos, seconded by Roy, to approve the Consent Calendar as corrected.

The motion carried unanimously.

G. General District Update

General Manager Rogers updated the Board on activities since the last Board Meeting and presented his written report which is on file with the District. He discussed progress being made on the FEMA projects, the additional disaster recently declared and its related application, and the hazard mitigation grant program for which the District has applied. He also discussed bridge alternatives for the El Prado Road crossing.

Director Rubin asked that the District accelerate and complete the El Prado Road project prior to the start of fire season. Discussion followed and General Manager Rogers was directed to gather information on bridge alternatives for recommendation at the June Engineering Committee Meeting and action at the June Board Meeting.

General Counsel Scott deferred his report of pending legislation until the June Board Meeting.

Assistant Secretary Gipson reviewed the projected 2005-2006 Benefit Fee levy based on the expenses and roadwork that were discussed in the recent budget workshop. The proposed fees were discussed by the Board and the audience. Assistant Secretary Gipson stated that the Budget, as it will be presented at the June 16th Public Hearing, will be available for public inspection no later than May 31st.

Director Roy reported that at their recent meeting, the Engineering Committee discussed FEMA, disaster recovery, and the application process.

There being no further business, President Roy adjourned the meeting at 7:55 p.m.
